Many countries now place fair climate plans in laws and policies. UNEP says these plans can protect workers, communities, and nature during change. A UNEP report was released on 28 July 2026. It preceded the first anniversary of an International Court of Justice opinion. By 2024, 67 countries had named just transition in their climate plans.
These plans need laws, public participation, fair justice, and finance. They should respect rights and rectify harm from earlier changes. In Slovenia, municipalities plan to reduce energy and mobility poverty. In Seoul, citizens, civic groups, industry, and officials help shape city energy plans. UNEP will support countries as they develop and carry out these policies.
